Why some countries aren't eligible to AWS Chatbot Challenge?

Hi,

I'm very interessed into aws chatbot challenge, but some countries like Brazil, aren't eligible to participate.

I'd like to know the reasons why we aren't allowed to compete into a worldwide competition, since that here, in Brazil, we have others international competitions like Microsoft Imagine Cup.

    There's no restriction on Vietnam listed in the rules. I'm not sure why Brazil is there though... there must be some sort of diplomatic dispute that resulted in rules/sanctions/etc. being put in place.
